A transcript of an address given by Leland Barrows, former Director of the United States Operations Mission (USOM) to Vietnam. Barrows speaks at a gathering of the Friends of Vietnam at the Willard Hotel in Washington, D.C., and reflects on his four years as USOM Director. Barrows discusses American's monetary aid to Vietnam, and MSU's aid in providing an improved budget administration.
