- A thermofax copy of a report by Ralph Smuckler, Chief Advisor to the Vietnam Project in Saigon. Smuckler reports that his assignment will be concluding by the end of the year and that he believes his successor, Lloyd D. Musolf, will be a good leader to the Group. Smuckler goes on to comment on developments with the Police and Public Administration Divisions of the Group. Copy pages of the memorandum are dark.
