- A true copy of a memorandum for the record, summarizing a meeting between South Vietnam president Ngo Dinh Diem, Alfred Seelye (Dean of the College of Business and Public Service at MSU), Glen Taggart (Dean of International Studies at MSU), Ralph Smuckler (Chief Advisor to the MSU Group), and Jack Ryan (MSU Group Police Advisor, serving as interpreter). The hour-and-a-half meeting was primarily informal, but touched on subjects including American aid to Vietnam, and President Diem's views on developments he has seen with Vietnam and its people.
