General Note: Lloyd Musolf discusses MSU's role in Vietnam, and the uncertain future of the National Institute of Administration (NIA) in Saigon. Musolf provides an analysis of the situation in South Vietnam, focusing on the effect of a recent coup, the Vietnamese Government's plans for reorganizing, and the dissolution of the United States Operations Mission's (USOM's) Public Administration Division, among other subjects. Ruben Austin shares the memo with MSU president Hannah who, in return, acknowledges to Musolf that he has received the memo and is considering its contents.
