General Note: Lloyd Musolf, Michigan State University Group (MSUG) Chief Advisor, reports to Ruben Austin, MSUG Coordinator, on the deterioration of security conditions in Vietnam. Included is a letter from Ralph Turner, Chief of the Police Administration Division of the MSUG, to Austin. Turner, in his letter, cites specific examples of deteriorating security in Vietnam, including an August 7, 1960 attack on a road leading to Cap St. Jacques (the Vung Tau province of South Vietnam).
