- Austin and Smuckler summarize a meeting with Arthur Gardiner, United States Operations Mission (USOM) director, and some additional USOM personnel, in Washington, D.C. Topics of the meeting included developments with the Michigan State University Group (MSUG) in Vietnam, and suggestions by Gardiner to phase out the police program by mid-1962, increase teaching and advisory work at the National Institute of Administration (NIA) with regards to public administration, and MSUG's seeking financial assistance from the Foundation.
