General Note
Lloyd Musolf, Chief Advisor to the Vietnam Project, reports on the expectations of reform in South Vietnam after the attempted coup attempt in November 1960. Musolf also discusses upcoming election plans in Vietnam, in which president Diem is seeking re-election, but his vice-president is not. Finally, Musolf talks about Arthur Gardiner's eagerness to see the MSUG's contract expire at the end of 1961.
