- General Note
- Lloyd Musolf, Chief Advisor to the Michigan State University Group (MSUG) reports on a recent meeting he had with South Vietnam president Ngo Dinh Diem. The president asked Musolf for his opinion on public administration in Vietnam, to which Musolf gave an opinion based partly on reports from Vietnamese civil servants. Musolf also expresses Diem's belief that the Youth Corps can do more by breaking up indifference and lack of initiative.
