General Note: The Michigan State University Group (MSUG) announces the publication of a Giau-Woodruff study entitled "Study of the Administrative and Financial Aspects of a Village in Viet-Nam". Guy Fox reports that a high-ranking representative of the United States Operations Mission (USOM) had a critical attitude towards foreign aid programs, and the National Institute of Administration (NIA) was told to discontinue library orders in anticipation of a phase-out.
