General Note: Guy Fox began the meeting with a progress report on contract negotiations with the Agency for International Development (AID), formerly the International Cooperation Association (ICA). The group learned that the lowest bidder for sidewalks and roads at the new National Institute of Administration (NIA) had declined, delaying this phase of work until April 1962. Security conditions were addressed at the meeting, as harassment of Americans resulted in two group members' cars being damaged.
