General Note: The Michigan State University Group (MSUG) reported that there were no new developments with regards to contract negotiations. The group believes that negotiations will find their greatest impetus by personal contact between Wesley Fishel (former MSUG Chief Advisor) and South Vietnam President Ngo Dinh Diem. Guy Fox noted an agreement between the USA and the Government of Vietnam, based on comments made in the Vietnam-United States Special Financial Groups ("Staley") Report which, upon implementation, implies a better standard of living for all Vietnamese.
