General Note: Guy Fox reported on the last two meetings with the United States Operations Mission (USOM), and contemplates sending a second letter to South Vietnam President Diem regarding relations between Vietnam and Michigan State University. March 1, 1962, was decided as the tentative dedication date for the new National Institute of Administration (NIA). Evart Emery thanked the staff the staff for their patience and understanding during moving operations.
