General Note: At a recent United States Operations Mission (USOM) meeting, the subject of security came up with regards to travel outside of Saigon. Research activities were discussed, including case studies written by two Vietnamese personnel on bureaucracy in Vietnam and municipal administration in Saigon. Dean Seelye, in a meeting with Arthur Gardiner, Guy Fox and others, outlined conditions under which MSU would accept a new contract for continued service in Vietnam.
