General Note
Andrew Gardiner, Director of the Agency for International Development (AID), expressed his regret for the termination of the Michigan State University Group's (MSUG) contract to provide aid to Vietnam. Despite a recent aerial attack on the Palace, none of the American agency personnel showed anxiety. Other topics relating to the MSUG's phase-out were also discussed.
