- General Note
- An announcement was made at the United States Operations Mission (USOM) that training for police mechanics is now taking place at the Education Division. Wesley Fishel commented on the smoothness of the Michigan State University Group's (MSUG) operations, and the regret felt by many Vietnamese that the MSUG's contract had ended. Roy Jumper was compiling a bibliography of Vietnamese administrative and political history since 1802.
