General Note
Guy Fox announced that the Rector of the National Institute of Administration (NIA) has invited the Michigan State University Group (MSUG) to dinner on the 17th of May. The Rector informed the United States Operations Mission (USOM) that provisions had been made to release counterpart funds to the NIA. Dr. Fox discussed the scope of the final report of the MSUG, and read them the first draft of the opening paragraph.
