General Note
Alfred Seelye, Dean of the College of Business and Public Service, writes to Vietnam Secretary of State Nguyen Dinh Thuan to ascertain whether or not the Government of Vietnam wishes for MSU to continue its work in the country through the National Institute of Administration (NIA) and the Michigan State University Group (MSUG). Seelye indicates that if he does not hear a reply from Thuan by the 15th of February, the MSUG will not have time to stop phase-out proceedings. Seelye ends the letter by offering his highest esteem to the Secretary of State.
