General Note
Otto Ludwig, Jr., Public Safety Advisor to the United States Operations Mission (USOM) releases the first report of an "interesting case" in publication form. Ã In this report, Major Le Van Dua and his advisor (Ludwig) intercept a hidden shipment of steel and iron on a junk en route from Saigon to Hau Nghia Province. Ã Police reported that the steel could be used to make military weaponry to support the Viet Cong insurgency. Ã The two men on the boat were suspected VC, and were arrested after police the raw materials hidden under sand on the bottom of the boat.
