- Ralph Hood, Public Safety Division Advisor to the United States Operations Mission (USOM) reports on an August 1964 incident in which the Internal Affairs Division of the National Police infiltrated a smuggling operation between Hong Kong and Saigon. Ã Merchandise recovered from the arrest of twenty-four individuals included money, gold, watches, jade and jewelry.
