General Note: A report submitted in publication form by Kenneth Cox, Public Safety Advisor to the United States Operations Mission (USOM). In October 1965, a sampan (boat) purportedly carrying a metal-working lathe, heading down the Saigon River, was stopped at a checkpoint in Phu Cuong. Ã The sampan was searched, and the lathe was found under a load of unpackaged fertilizer. Ã The Chief of Police at Phu Cuong indicated that the lathe could potentially be used to manufacture weapons, and that two Viet Cong agents had taken possession of the sampan earlier that year. Ã The two Viet Cong agents were manning the boat, and were arrested upon discovery of the hidden lathe.
