- A report in publication form, submitted by Public Safety Division Maritime Advisor to the United States Agency for International Development (USAID), Robert Janus. Ã On December 4, 1965, a ship that had arrived at Nha Be, near Saigon, was searched by Vietnamese Customs Officers. Ã Acting on previously obtained information, the officers found radios, American playing cards, and lighter flints hidden in the water ballast tanks. Ã Vietnamese Customs officials believed that the goods were intended for the Viet Cong (VC), and indicated that the VC were known to use flints for detonation of explosive devices.
