General Note: Elisabeth Enochs, Social Welfare Advisor for the Agency for International Development, Office of Technical Cooperation and Research, reports on a consultation visit she made to Vietnam from September 6-16, 1965 (having left Washington D.C. on the 4th). Enochs made observations on the growing issue of children being orphaned as a result of the Vietnam War, and she met with welfare officials, school employees, and social workers (among others).
