General Note: The first in a two-part series on the United States Agency for International Development (USAID) and their work providing assistance to Vietnam. This first paper focuses on the decentralization of Vietnam that occurred after USAID began removing its personnel from Saigon, in order to advise Vietnamese provincial government officials, and the recentralization that happened when the provincial representative was replaced by a province senior advisor. This administrative reorganization was believed to be necessary to make USAID's efforts more efficient. A hand-drawn map of the regions and provinces of South Vietnam is included.
