General Note: A report in book form from Donald MacDonald, Director of the United States Agency for International Development (USAID) in Vietnam, to Ambassador Eugene Locke. The report summarizes the USAID South Vietnam assistance program in 1968, focusing on economy, agriculture (emphasizing an accelerated rice production program), health, education, social welfare, government, civil administration, transportation, logistics, and construction. Photos include devastation and reconstruction efforts after the Tet and Spring offensives. Chart appendices and an index are included, as well as a memo from Joseph Mendenhall, Acting Assistant Adminstrator for Vietnam, to Dr. Wesley Fishel at MSU which accompanied a copy of the report.
