- The tenth in a series of agricultural production memos on land reform. Keith Sherper, Acting Assistant Director for Land Reform for USAID/Vietnam, provides information about the land reform program in Vietnam, as modified by various circulars. Topics include distribution of Government of Vietnam-owned land, the freeze on occupancy and rent, the proposed "Land-to-the-Tiller" program, the Montagnard program, the communal lands, and land development and resettlement centers.
