General Note: A report by Elizabeth Carter from the Office of Policy Development and Analysis, Bureau for Program and Policy Coordination. This paper was designed to help determine the extent to which the redistribution of land ownership and/or use rights in Vietnam has been economically, socially, and politically successful. Two annexes are included: "Summing Up of Preceding Sessions", a transcript of a June 4, 1970 speech delivered by Dr. Erven J. Long, Associate Assistant Administrator from the Office of A.I.D. Research and University Relations; and "An A.I.D. Policy for Land Reform", a transcript of concluding remarks from a speech delivered that same day by Ernest Stern, Assistant Administrator for Program and Policy Coordination.
