General Note: A transcript of a speech given by Leland Barrows, Director of the USOM to Vietnam, to the Vietnamese-American Association. The Director discusses how American aid helped directly provide support for Vietnamese military, refugee resettlement, technical support, and support for economic and social programs over the past two years. Barrows emphasizes that economic and social program support has been overshadowed by the other areas of assistance, but that in the coming years economic and technical aid will increase.
