General Note: William Dymsza, Formerly Acting USOM Representative to Central Vietnam, writes to Acting Assistant Director for Operations Charles Mann after a recent visit to the Phu-Yen province of Vietnam. Dymsza reports that, while significant progress has been made in government authority and the maintenance of security in this province, economic aid has been halted due to an ill-fated operation and, therefore, suggests additional economic and social aid.
