General Note: Michael Deutch, a consulting engineer in Washington, D.C., writes to Dr. Carter Goodrich to discuss concerns he has regarding defects in foreign aid operations in Vietnam. Examples given by Mr. Deutch include lack of coordination and efficiency, over-sized administrative staffs, misdirected referrals of technical assistance applicants to Washington, D.C., and inability to finalize decisions for economic development (among others).
