General Note
The United States Operations Mission (USOM), in a fiscal year 1965 memorandum, lists accomplishments in foreign aid to Vietnam during the escalation of the war. Areas of focus include rural construction, agriculture, education, public health, works and safety, industrial development, and free world assistance. The memo also covers unresolved problems within the Government of Vietnam, and future areas of concentration.
