In an October 1964 article in the Department of State News Letter in Washington, D.C., Ohio Democratic Representative Wayne Hays pushed for the establishment of a University Exchange Program, as an amendment to the Foreign Service Act. Senior Foreign Service officers are serving on the faculty of American universities, where they will engage in research projects and appear before student and faculty organizations.
