General Note
Michael Chilton, Youth Project Manager, submits a report on the "1965 Summer Youth Program". Chilton, quoting President of the Buddhist Student Association Ton That Chieu, states that the program began after a group of youth leaders met in February 1965, because of "the extreme dissension in Vietnamese society which needs a factor for unity - this factor being the Vietnamese youth and student forces...". The report gives further background on the youth movement, and discusses American involvement, how the program came to light, and the program's organization, purpose, direction, progress, and problem areas.
