James Killen, Director of the United States Operations Mission (USOM) Saigon, writes to Rutherford Poats, Deputy Assistant Administrator to the Agency for International Development (AID) in Washington, D.C. Killen's airgram aims to explain the reorganization of the Office of Provincial Operations over the previous several months, and the spectrum of problem areas that occur within the local government.
