A March 1964 report from the United States Operations Mission (USOM) on what can be deemed "acceptable" effective counterinsurgency operations, conceptually according to the United States. The report suggests that these operations should fall under one of two classes: military, and "attraction" (supporting the government and opposing the insurgents).
