General Note: Washington Post columnist Tom Wicker reports on U.S. President Kennedy's statement that he felt "it would not be helpful at this time..." to reduce U.S. aid to Vietnam. Kennedy went on to say the structure of the Government of Vietnam might see desired changes if U.S. aid was cut. Kennedy also denied allegations that the Central Intelligence Agency had a plan to create its own policy in South Vietnam.
