General Note: A change in the resolution previously proposed by Idaho Democratic Representative Frank Church to withhold U.S. aid to South Vietnam until it ceases its "oppressive policies" was adopted by the Senate Foreign Relations Committee. The amendment states that "[f]oreign aid should be extended to or withheld from the government of South Viet Nam, in the discretion of the President, to further the objectives of victory in the war against communism and the return to their homeland of Americans involved in the struggle".
