General Note: Secretary of Defense Robert McNamara says that the United States would pay nearly $1 million per week to help support a program which would allow South Vietnam to add 50,000 men to its armed forces. McNamara also indicated that the U.S. troops in Vietnam that were training the South Vietnamese military would return home after their missions were completed. In Hong Kong, Ho Chi Minh warns the United States that they will suffer defeat if North Vietnam is encroached.
