General Note
Seymour Topping, Saigon correspondent for the New York Times, reports on the arrival of Secretary of Defense Robert McNamara, and the widespread feelings of pessimism amongst U.S. officials in Vietnam on the prospect of defeating the Viet Cong. However, McNamara made positive statements in his arrival speech, supporting the efforts of Vietnamese Major General Nguyen Khanh.
