General Note
An article by the Associated Press reports on Senator Frank Church's statement that he may offer a resolution to stop U.S. aid to South Vietnam unless reforms are made by the Ngo Dinh Diem government. Church cites the attack by Special Forces troops on Buddhist monks, referring to South Vietnam as "a deteriorating situation".
