An English translation airgram of a Vietnamese document on agrarian reform. This land transfer ordinance suggests provisions for extended repayment period to the Government of Vietnam for land, the consideration of inflation with regards to compensation for land transfer, and providing clearer criteria for administrative decisions on land transfers.
