General Note / OCR

Wesley Fishel writes to Ngo Dinh Diem on December 30, 1958 to advise Diem the types of assistance he should request from the Ford Foundation. Fishel lists the possible fields of interest for assistance: the University of Saigon, programs of teacher-training, long-range economic plans, experimental agriculture, training for managers, a community development program, and educational reform. Fishel also expresses concern over issues with the intelligentsia and villages, and provides Diem with historical models of effective governance.
