General Note: An adviser on institutional development of the Bureau for Far East, Carroll K. Shaw wrote to Wesley Fishel. The letter was in regards to a recent group discussion on the improvement of the Vietnamese legals systems. Shaw attached a summary document highlighting the various parts of the discussion including the discussion's purpose, bases of present Vietnamese Law, Vietnamese attitudes toward the legal system, the difficulties inherent in the legal system, the recent changes in legal system, the sources of information within the legal system, and possible measures to improve the legal system.
