General Note
The Minister of Agrarian Reform, Do Van Cong wrote to the chief of provinces in South Vietnam and Central Vietnam. The letter is in regards to the provisions of the Ordinance 57 of October 22, 1956. That ordinance is designed to divide rice fields up so tenants could become small land lords.
