It appears that the letter was crafted by Tran Van Van, Phan Khac Suu, Tran Van Huong, Nguyen Luu Vien, Huynh Kim Huu, Phan Huy Quat, Tran Van Ly, Nguyen Tien Hy, Tran Van Do, Le Ngoc Chan, Le Quang Luat, Long Trong Tuong, Nguyen Tang Nguyen, Pham Huu Chuong, Tran Van Tuyen, Ta Chuong Phung, Tran Le Chat, and Reverend Ho Van vui. All of them are professionals within South Vietnam.
