General Note: Wesley R. Fishel reiterates to Prime Minster of the Republic of Vietnam Phan Huy Quat the message of a lost letter on the possibility of Vice President Hubert Humphrey's visit to South Vietnam. Fishel emphasizes that Vietnam appoint more ambassadors to send to American as representatives of the current situation in Vietnam. Fishel also discusses the American Friends of Vietnam and their beliefs in a free and independent Vietnam.
