The label on the photograph reads, "At the National Rehabilitation Institute in Saigon, one of four rehabilitation centers in the country for amputees, paraplegics and other crippled patients, a foreign consultant assures his Vietnamese colleagues that this young patient will regain the use of his paralyzed leg through supervised exercise and therapy.
