- John A. Armstrong responds to Wesley Fishel's letter sent to specialists of Vietnam. Armstrong suggests for the letter some arguments on American foreign policy on "massive retaliation" and Communist tactics. A copy of this letter was sent to Wesley R. Fishel for his expertise on the matter.
