- Sanford S. Marlowe sends Fishel two papers on the radio operations of North Vietnam and the Viet Cong. Marlowe reports the developments of the government to strengthen Radio Vietnam (VTVN) and explains that VTVN has transmitters at Saigon, Ba Xuyen, Dalat, Banmethuot, Nhatrang, Quinhon, Quang Ngai, Danang, and Hue.
