General Note
Wesley R. Fishel explains the proposal to send a group of ex-officials of the North Vietnamese Army to share their experience and sense of disillusionment with the regime in the North. Fishel requests the Committee to sponsor the group's tour to the United States. Fishel also provides an update on the progress of the South Vietnamese administration.
