Aaron Levenstein discusses USOM in Vietnam, Col. Samuel Wilson, and the American graduate student conference and USOM program. Levenstein also summarizes Col. Wilson's discussion points on developing the government of South Vietnam and the political threat of the Viet Cong. Levenstein also reports on some of the perspectives of the American students on local government, psychological warfare, self-help program, and the Chieu Hoy program.
